In addition to our legal expertise the firm employs professional support staff and consultants highly qualified in the fields of property tax, the State Comptroller’s annual Property Value Study which encompasses school district audits and school finance.

 

Risa Cervelli is responsible for managing the Firm’s Taxable Value Audit Program for school districts.  Her duties include detailed research and analysis pertaining to the accuracy of classification, valuation and exemption data for all property categories and preparation of amended self-reports for districts. Ms. Glenn joined the firm in 1998 from the Comptroller’s Property Tax Division, where she audited original and amended self-reports of property value for nearly 200 school districts and was solely responsible for compiling and certifying Section 403.302(h) audit requests to the Texas Education Agency. Terence Morales, Network IT Administrator, graduated from Texas State University with a degree in Mathematics, and a minor in Computer Science.  Mr. Morales monitors and implements all aspects of the Firm’s computer network and communications systems as well as user applications.  He attends regular continuing education classes and webinars for all software and hardware applications for the Firm.  Terence works with our UNIX system, with data exchanges or any communication systems questions.  His daily duties include help desk support, troubleshooting, hardware/software inventory, computer configurations, credit card machine operation, and Server installation and maintenance.  Mr. Morales has been with the firm for 15 years. tmorales@raywoodlaw.com

 

Jim Shear (1952-2006)   Mr. Shear’s expertise in public school finance started in 1983 working as Comptroller Bob Bullock’s principal expert and advisor.  Mr. Shear joined the firm in 1989 to consult with public education organizations on school finance and state tax policy issues related to legislative efforts to reform the state’s public school funding system. In 1993 Mr. Shear and firm partner Buck Wood consulted, at the request of Lt. Governor Bob Bullock and his staff and the Senate Education Committee on drafting of several key components of Senate Bill 7.  Mr. Shear continued working in the field of property taxation with the firm until his death in 2006.
